Unanswered Question about legality of private server a troubling question

hi,i am already thinking at this for a while and looked all over the internet for one specific question:
Is this legal?
i mean is legal to create a private server and making it public using,lets say the Arcemu source code because i compiled the core and everything else,
but this question bothers me.
i sow on the internet that private servers are ilegal because they are created by using reverse engineering,other peoples were saying that they are legal because,actually only the players that connect to your server are breaking the law because when they installed the game they accepted the terms of service contract.
so,in the end can someone answer my question please?

Unfortunately there isn't a simple answer to this.
You have to realize that there are over 200 countries in the world, and that depending on the country's laws it may or may not be illegal to use a private server.
We are not lawyers, therefore we cannot give you legal advice.
Discuss it with a lawyer, who can tell you if it's legal or not in your country, and if it's illegal simply don't use it.

Since it has recently occurred that people think they know it better i say it again:

Please don't believe people telling you some half-baked bs about it.

You clearly should check with a lawyer first before considering doing something that might be afterall in violation of applicable laws...
