NPC Pathing and Movement Just throwing a thought

I know this is going to require both Core and Database Changes. I would write the code for this but I honestly have very average coding ability, enough to get me through as to say.
What I think may have to be added to the Server system is just the pure foundation of difference in NPC movement. That way a mob in the middle of ashenvale is designated as "random" it will have a Dynamic Spot.

Static Route
Definition = Creature/NPC that starts at a specific location everytime and wants to end in a specific location everytime, if not killed by the end of the route.
1.) Roaming merchants and guards in Capitals
2.) Quests that have NPC's that move about
3.) Roaming patrols and groups.

Dynamic Route
Definition = Random location the NPC may start and finish.
1.) Rare spawns like the time-lost proto drake

Static Spot
Definition - Designated spot that the npc will spawn everytime.
2.) NPC's in capitals(Auctionhouse, trainers, Most Guards)

Dynamic Spot
Definition = General area where the npc may spawn and randomly move about within that radius
1.) Pretty much any NPC that doesn't have a purpose but to be hack and slashed.

Possible Changes:
A new column in creature to query to define be defined as "random", "static", "dynamic route", "static route".

Not sure as to how much script.
A script for random movements in a radius.
A script for starting and stop for static routes.
A script for marking out the route for dynamic.
a script for just saying the npc stays here(I doubt its needed)

Might have to be injunction with gravity of some sort. be pretty bad to have an npc doing a michael jordon to you on your flying mount if the npc is suppose to be ground only.

In reality, even with wow, almost all the "Dynamic" way point routes in the cities are just one of 5-6 possible static routes.
