it is important that the web server be setup to serve PHP scripts, which the PHP installer will auto-do for you

@OP: You could simply download XAMPP and use that.

XAMPP is an easy to install Apache distribution containing MySQL, PHP and Perl. XAMPP is really very easy to install and to use - just download, extract and start.
This works on linux, mac and windows

browse URL http://localhost or http://127.0.0.1 on the machine hosting the website...
if you have the server on another computer in the local network, you can also browse it's website by substituting 127.0.0.1 with that machines IP, ie: 192.168.x.x or 10.10.x.x, assuming that it isn't running a firewall that is.
